We really know nothing about this piece.   It is old leather.    Nice heavy brass pieces.  The 2 round figural ones measure approx 3" across.
We can see it has antique wear but not sure if it is in good condition for age or what.   Antique wear to the leather as shown in the photos.
It may be British, but not sure.
