We really know nothing about this piece.   It is old leather.    The leather belt is missing part of the belt but the hold still is in the buckle.   And one of the leather straps has separated stitching.
We can see it has antique wear but not sure if it is in good condition for age or what.   Antique wear to the leather as shown in the photos.
Looks like 1800s to us.
It may be British, but not sure.
